Many departments didn't want "free" body cams because they would have to lose positions in order to add IT positions to administer the program. They would have to fund secure data storage at the cost of even more positions. They would lose officers from the street when they came in to upload videos and document them, or they would do it at the end of shift at the cost of overtime.

Try to be informed and don't act so stupid.
