In 1993, SCOTUS ruled that North Carolina's gerrymandered congressional districts designed to create 2 districts that were majority Black, violated the 14th Amendment (Shaw v Reno)
They similarly ruled in Miller v Johnson and Shaw v Hunt that gerrymandering to achieve a racially majority district is Unconstitutional.
