racially divided districts. How many times do they have to rule that way until lower courts get the message?

In 1993, SCOTUS ruled that North Carolina's gerrymandered congressional districts designed to create 2 districts that were majority Black, violated the 14th Amendment (Shaw v Reno)

They similarly ruled in Miller v Johnson and Shaw v Hunt that gerrymandering to achieve a racially majority district is Unconstitutional.
