And I’m certainly no constitutional scholar. But it makes no sense to me that the convention delegates argued an entire hot summer, then signed onto this document with their fingers crossed behind their backs believing it didn’t apply to their respective states anyway. If the Bill of Rights restricts governmental powers, and it is the law of the land, it seems to me it must extend to state and local governments as well.
