Have you checked other major currencies? The Dollar is up against the pound, euro, Chinese yuan and Bitcoin. Nobody in the West is trading in rubles, so Russia is free to manipulate it.

Yes, Biden continued the path of monetary policy by massively increasing the dollar, which I hate, but so did most other currencies, and for the same reasons.
