Our preference as a society is to allow the continual and ongoing random murder of our citizens to appease the fragile egos of various simpleton minority groups. There isn't going to be any change enacted, or after any of the next times it occurs. We just have to live with it, and hope the next random event doesn't involve us.

That is what it would take to resolve this problem, but there is no appetite or path towards resolving this problem.
