The kids who cannot make it in the regular school environment. Forever schools have been hamstrung by laws that required they allow problem students back in school because they had a 'right to be educated'. Most of those students had no interest in that education but we all had to pretend that they did. Now they can hand them a laptop, assign them to virtual classes and send them home. I think you will see more districts handling chronic discipline problems this way.
