can get a ballpark idea of what kind of money has been paid to that ranked player in the past and use that as one of the factors in deciding to go pro or not.
There isn't a team in baseball (except for the very first pick) that can tell Horn where they are going to draft him.
Basically there are no teams that "knows they can sign him", it's a draft, not free agency.
The ranking, although a wild assed guess, does not mean nothing in this case.
