or individual can have. The limit used to be one, and it was recently raised to three. There are exceptions for families that have the financial resources to properly provide for a greater number of children.

That seems like a sensible policy.

In the United States, a "welfare mom" is incentivized to have as many children as possible, to keep the checks coming in.

It's completely backwards and has extremely deleterious effects on society.
