ultimately, it is compensation for being a member of a team. Kids that don't play are going to see their $$ go away.
Some non-resident states will challenge - and likely prevail against NIL recipients. If NIL was as simple as payment for signing autographs and making local appearances(which you seemed to think it was), then sure, non-resident states would be successful. BUT NIL is a lot more than the simple approach that you seem to hold.
The big $ is in advertising/promotion - and that's not coming from mom & pop and staying local. The issue is more complex than your understanding.
