None of the "reasons" you state are relevant. The pipelines you speak would not have been completed until 2023 so have no impact on today's prices.
The Biden admin misses the mark on energy policy but their policies have not led to the high prices we see today. Again, it's simply a supply and demand issue created by the lack of drilling during the pandemic. Go look at any of the big financial firms and their oil and gas price outlooks - they all have prices dropping after this summer.
