First of all, Trump was trying to gain dirt on Biden for his own political gain. That is why we have laws regarding conflict of interest in this country. Biden may or may not have been guilty of corruption in Ukraine but that's not relevant to the legality of Trump's phone call. It wasn't his position to investigate (conflict of interest) and then he contravened US foreign policy in attempt to gather the information - again for his own political gain. A conflict of interest and a violation of US foreign corrupt practices act.
