requires a high oil price.

I guess if the policy is to refuse oil imports and exports, and move to a cost plus system, that would be the only thing that works and keeps price stable. Otherwise, production will move as the worldwide price of oil moves.

Or we do what we did with farms in the 1980s and stockpile about 100 x what we currently stockpile
