that a lib cong’man wanted the oil companies to reduce production.

He mentioned the name of the lib.

Now, you could say:

Hokie is wrong
Hokie is a liar
Jordan is wrong
Jordan is a liar

If Jordan’s report of the conversation is wrong, the lib cong’man will be outraged and call Jordan a liar.
