They will not be neutral in case of a war they will side with Russia willingly because Nato will attack them, Ukraine could just act as a buffer state along with Belarus and deny Nato airspace to attack Russia. Russia and China both want to engage the USA on the Open seas (that is why they kept creating better and better anti ship missiles. with a Neutral, Finland, and Turkey they just have to focus on the Balkin states. I am sure Putin tried to work on this. This is Why the US wants the Ukraine so bad. NOw let us see what China does? do they have the power to step in stop Russia and negotiate a deal with Ukraine? I think that they can.
