slurred speech pattern and mispronouncing easy to read words. During the campaign and his regime, Xiden* has not shown cognizance reading the teleprompter. Looks like he is just sounding out the words without the appropriate cadence or emphasis. IOW, he has no idea what he is reading, what the words mean and his handlers can't fix stupid.
