Ukraine was part Russia up to the Russian revolution of 1917 which lead to the Russian civil war. It was resolved by the treaty in 1922 and all the Russian republics were incorporated into the U.S.S.R.
In the 1990's the U.S.S.R. broke up and some of the Republics went their own way, including Ukraine. My understanding is Putin was head of the U.S.S.R. at the time.
In other words, the "nation" Putin was leading disintegrated on his watch and he is now on an adventure to put back together. He knows and understands full well that even if Ukraine joined NATO that NATO isn't going to attack Russia. Anyone familiar with the West European culture knows that. He is just using that "threat" as cover for a blatant attempt to "steal" Ukraine back.
It's not NATO that opresses people, operates a police state, it's Russia. It's Russia that believes the State is supreme and should control and make all decisions faced by a society, i.e. political and economic, and not individuals.
Putin is engaged in a land grab in Ukraine, nothing more and nothing less. If he gets away with it, the Baltic Republics will be next and I suspect he wouldn't be opposed to taking Finland while he's at it.
