If the us and Russia can limit their arsenals there are less to shoot down. Now the us has about 5k nukes and Russia has about 6k. China has about 300. France, uk, India, Pakistan, Israel have a few hundred among them. If the us and Russia could get down to 1000 then it’s possible to bring in those other countries and start reducing theirs.
Reagan did this with the inf that trump tore up. Nearly 3000 missiles were gotten rid of this way.
