The authors of legislation, those debating it and the public can all express their respective views and opinions as to what a law means, but the courts determine the meaning through the litigation process.

If the authors, etc disagree with the courts' determination, the authors can utilize the legislative process to clarify what they meant.

The authors of legislation can express their opinion as to what it means in the litigation interpretating it, but that opinion has no legal weight. It's the court system's determination.

Again, if the authors of legislation don't agree with the Court System's ultimate interpretation, their remedy is to enact new legislation.
