Trump did not favor expanding NATO's boundaries eastward to include nations at the fringes of Europe, but had expressed his desire to sell defensive weapons to Ukraine. Xiden*, while VP had accepted bribes from Ukraine and China and only offered non-military materials to Ukraine. Putin understood Xiden* was not serious and was only interested in kickbacks.
