minorities might find a way to own a bike, but likely can't fork out for a helmet and hence minorities (actually the poor, which is higher % minority) will violate the helmet law at higher rates and will be bear the brunt of that law.
Concluding the law or its enforcement to be "racist" is foolish, but ignoring the implications of these silly laws and the disproportionate enforcement against the poor (and hence minorities) is equally foolish.
