can help you. The Senate and the House of Representatives, respectively comprise Congress, aka the legislative branch of the federal government. Senators are elected to serve a six year term and House members a two year term. These office holders are not allowed to switch from the House to the Senate without resigning and running for election in the other house of Congress. Therefore, when a member of the House dies, his replacement serves in the House, not in the Senate.
