It is a virtue signal and another homage to poor hopeless, helpless, hapless black people to demonstrate that our lib politicians are woke anti racist wonderful people.
Notice that like virtually all of the left's virtue signals, speeches and spending don't cost them a nickel. It's taxpayer money, it's a few minutes for a speech. It's a bumper sticker.
Feel good politics is do nothing politics.
