But deploying forces (however small) is a great way to escalate into accident territory where something dumb sparks a war.
The battle of Gettysburg started because 2 confederate regiments went looking for some shoes and ran into Union cavalry. No one was looking for that battle, but 50,000 dead later, there were plenty of shoes for everyone.
