I.e. a provision requiring voters id themselves could be intended to suppress minority voters or
it could be intended to prevent voters voting multiple times if no id is required or if their id is not checked against a master list.
It just depends on the legislature's intent at the time the requirement was inacted.
Put it another way, requirements intended to insure only eligible voters vote can be voter suppression or not, depending solely on the legislature's intent at the time the statute was enacted.
The cited definition sounds nice, but practically it's meaningless.
