adapt. They are strands of RNA or DNA. Mutations happen spontaneously all the time - most of those mutations hurt/kill the virus with the mutation, but the millions of clones move on unharmed continuing to proliferate and infect.
occasionally, one of those mutations may emerge that doesn't kill the virus, but just makes that clone a little different - usually that difference doesn't help or hurt that new clone, but once a condition (environmental, medication, vaccine, etc) is introduced that is harmful or kills the original strain - the mutated strain may be unaffected by the change in condition - if that happens, that viral clone is allowed to proliferate without hindrance and competition to become the dominate strain.
If anything, it's all random chance that this happens. Often, viruses randomly mutate and then no longer become virulent (the random mutations that make it survive better also might make it less dangerous). It's all up to chance.
