and the burden was on the renter to fill out the declaration documenting they met that eligibility.
Perhaps your state (much like mine) also had a more broad reaching eviction moratorium.
Case in point: I have a renter who is retired and lives on his Federal Gummint Pension. Under the Trump order, had he fallen behind in his rent, he would not have been covered by the eviction moratorium.
