use having babies as a job. Do they not get more welfare money with each new child? If so, there should be a limit. How about we cut it off at 2 kids?

I know. Putting a limit on welfare gives demlibs a heart attack. So be it.

Incidentally, my proposal includes FREE birth control for those who financially qualify. Also, include some white women in the above category.
