The originator of such indoctrination, in fact, was a Frenchman — Jean Jacques Rousseau (1712-1778), the enlightenment philosopher whose state-over-individual ideas employed propaganda as a tool for reshaping human nature, and whose writing amounted to propaganda in itself.

Coming to public attention as the aristocratic orders broke down, Rousseau's influence was so profound it didn't matter that he had actually died 11 years before the Bastille was stormed in 1789. When the French Revolution ignited, his propaganda was its jet fuel.
The son of a Swiss watchmaker, Rousseau had failed in a half-dozen professions and lived off lonely rich women. He had not only a natural aversion to the status quo. He believed he had "a unique love for humanity and had been endowed with unprecedented gifts and insights to increase its felicity," wrote English historian Paul Johnson in "Intellectuals."
Johnson called Rousseau "the first modern intellectual" and a "practiced con man" whose ego enabled him to equate any hostility directed at him with hostility to truth.
Such absolutism, along with his record of personal failings, placed him at odds with the establishment and informed what he envisioned as a new sort of state, a utopia to replace the monarchies of Europe.
Rousseau, the failed individual, believed individualism was wrong and that man could achieve virtue only by belonging to a collective. Unable to compete, he opposed competition in society and the economy. Creating no wealth himself, he viewed private property as evil.
Belonging to a lower social class, he promoted class warfare. And coming from a shattered upbringing, he considered family, church and school as less effective than social engineering by the state.
