what McConnell did was done by Reid. Reid invoked the same procedure, but did not allow SCOTUS nominees to bypass the 60-vote threshold. McConnel did that. Reid did not automatically trigger some magical process that made McConnell get rid of the filibuster for SCOTUS nominees. I doubt anything Reid did ever forced McConnell to do anything.
