Chuckles' chief of staff had no confidence that the vice president of the united states could handle a real question, so she tried to end the interview.
Look at chuckles during the interruption. She tried to pretend she couldn't hear but was smart enough to know she wasn't fooling anyone so she answered.
The news here imo, is that the vp's own staff thinks she's too stupid to answer a question from
