Socialism is rule by and for the working class, and includes state ownership of all the means of production. The USSR is socialist in name only, and was little different than any other totalitarian banana republic in that it was run primarily for the benefit of its ruling class, meaning the oligarchs. The USSR after the death of Trotsky was never actually socialist.
