is that to get funds from a budget, it likely requires some sort of Congressional help.

State asks for help, Congressional offices do the leg work for the state in securing the funding.

Probably if, at some point, the disaster is considered big enough, a new bill is needed for specific funding for such bill. (similar to what Sal linked in this thread). At that point they should debate how those funds are obtained (either by more spending, reducing budget elsewhere, or some sort of tax).
