So how do you qualify who gets to vote?

Green card? Student visa? Breathing? That's the thing about voting, it should be to help citizens determine how they're governed (original intent, right?). If someone is going to stay here beyond a year or two, then they ought to comply with all our laws including who can vote. There are SO many ways to become a citizen so I wonder, why are some encouraging the right for non-citizens to vote rather than encouraging them to naturalize? Why have a green card and not take the next step to become a citizen?
