After the initial resounding success of the pilot program, they can dole out money to drug addicts, criminals, layabouts and vagrants. Which is the intent of the program, IMO.
It’s not racist though. Black people, and black women especially, can’t make it in this oppressive, systemically racist country. They need government and guilt ridden white Karens to take this opportunity to signal their virtue.
