Fredo gets a pass for helping the gov, Donny the fruit lemon will expand the definition of “family” to include his black brothers and sisters and his gay brothers and sissies.

In my opinion, personal integrity and honor trump family ties.

Blood is thicker than water, but blood can be shared by people unworthy of it. Of course in the case of the Coumos, all of that blood was equally contaminated so any ethical distinctions between Fredo and the governor are not noticeable and are irrelevant.
