There may be a claim that he entered the parade route by mistake (even though he ran through barriers), but once he entered it, he was forced to continue because an officer was firing shots at his vehicle in pursuit (chasing on foot trying to stop a car that had just crashed the barrier). So it will turn to an unreasonable pursuit which resulted in death of bystanders.
