it is the property right of the business owner to place conditions for hiring and employment. the employee enters into a voluntary agreement with the business owner.
employer requirements for their employees are not an infringement on anyone’s rights. What you describe is not an infringement.
Yes, that would be an employer’s right, and it would be the right of the employee to discontinue the voluntary agreement and association
