--If not for Steele or his dossier, than what led to the investigation being launched? If it was b/c of Page, we already know the CIA altered documents to lie about him.

--The timeline literally states Steele met with Ohr directly before the investigation was launched, and that's not even mentioning the other contacts he had with him months prior to the investigation starting:

JULY 30, 2016: Steele, Ohr and Ohr’s wife, Nellie, meet for breakfast in Washington. After the breakfast, Steele emails Ohr, saying, "Glenn [Simpson] is happy to speak to you on this if it would help."
