question, but if a poll samples 35% Dems and 30% GOP (and 35% Ind) when the population identifies as 35% Dem and 30% GOP, that isn't over or undersampling any particular group.

If a different poll then samples 35% Dems and 35% GOP from the same population as above, then they are clearly oversampling GOP in that case.
