Traced to 1913 and the implementation of income tax, through the New Deal. In addition, the evolvement of the US into the world military policeman made the situation worse.
It gave a a steady flow of income to the government to give funds to government expansion and allow citizens to be paid, for resultant votes, from the public treasury
