i have no experience with prop guns and know nothing about them or how they really work but on Twitter some people who claimed some knowledge said that "debris" can accumulate in a prop gun if it's not cleaned and when fired this debris is shot out like a bullet. i don't know if the "debris" means something like a rock or metal fragments or what.

but that might explain how he hit two people in this instance in sort of a shotgun effect.
