it is:

1) how often do these things happen that go unreported (not get caught)

2) the magnitude of the actions: drugs, date rape, hazing, a kid dying.

Yeah, apartments, dorms that stuff happens. This Frat stuff is systemic and organized.

It is like saying the MOB (organized crime) is not that bad, people commit random criminal infractions all the time
