the past and the tactics and procedures needed to support the accelerating pace of consumer behavior from store purchases to home delivery has not kept up with demand.

I'll give you one simple example that I hope makes it clear what happened.

Taking a 53 foot trailer full of clothes to a Macy's store is exponentially easier than taking that same trailer and instead picking, packing and shipping eaches into the residences within the footprint of said Macy's store.

Whoever said that is actually telling you the truth in the sense that the current infrastructure of business isn't changing fast enough to keep up with needs.

We don't need a governmental solution to that, we need capitalism and innovative ideas of the free market to fix it.
