One of the hardest cases for us to make was for the transients living in the vestibule of Ellis in the winter Public area open to anyone. How do you arrest them for trespass?

Same for homeless living in the 24-hour study area of Memorial Union. Best way to get rid of one of them was when he did a strong arm robbery on a pizza delivery guy. No trespass charges, but he went to Boone County Jail.
