For example telling a state or local government you are not going to invest in needed modernization if they don't adopt the policy you like.
AT&T used this tactic quite often when I was in the utility consulting business.
More aggressive capital strikes are mounted overseas when governments that corporations don't like win elections. They are used to cripple the economy so the offending government loses the next election.
Of course, the threat of a capital strike is more common than actual strikes. As mounting a few high profile capital strikes adds credibility to the threat.
In addition the threat of a capital strike is used as a deterrent to organizing labor. For example, telling workers if the union is approved we will shut down the facility.
