poor people are severely destroyed and damaged that the regime leaders fear an uprising to overtake them.

But the sanctions do not directly affect the leaders.

Sanctions are really misguided, poorly thought out, and often times disastrous to the people collaterally involved. And the alleged leader of the free world should never consider employing them. This is where America should be exceptional.
