(at least in his mind) idea of how the world ought to work, without regard to how humans actually work. He doesn't realize that someone will always try and govern. He is in fact trying to do just that, replacing a centralized government with a bunch of decentralized ones. Oh, he will claim that he is for anarchy, and maybe he actually is. But that is not how humans actually operate. Power abhors a vacuum.
