log is a single file. The odd behavior is repeatedly running a script that many times on one date.
What this guy didn't mention is if when the log file reaches 20mb what happens. Normally it is set to "archive log file when full, do not overwrite". If it wasn't set to archive. Running that script repeatedly would cause older log entries to drop off.
I don't know what you'd expect from the government.
Server logs should be sent to a logging server that maintains an archived backup that cannot be modified.
Generic account names shouldn't ever be used for individuals.
