the Heritage Foundation and actually first put into place by Mitt Romney in Massachusetts. It is basically a Rube Goldberg device that enriches the insurance companies (that's a very right-wing concept), although it is better than what we had before.

Climate change is a conservative issue (or should be). It's a shame right-wingers have abandoned conservation. I find it weird that progressives seem to be the only folks interested in conservation of resources.
