But more directly to the point, your assertion it is due in part to high vaccination rates is simply false. It's more difficult to tease out the vaccination rates of each state or district in India - but what I saw didn't suggest Uttar Pradesh was high in that regard.
The entire country is only 13.3% fully vaccinated. People mock Mississippi and it is around 40% fully vaxxed, Alabama slightly higher, WV I think was the lowest at 39%.
